Scope of work of the consultant:
1. Reviewing the shop drawings submitted by the contractor, making observations on them, and reviewing the modifications to reach the final design, with the provision of the technical staff for that.
Supervise the implementation of the project works and their completion in accordance with the documents and plans.
2. Providing the necessary engineers and supervisors to supervise the project.
3. Any other obligations, whether of a permanent or temporary nature, as long as the need to submit them is expressly stipulated in the booklet or can be derived from it according to the prevailing custom.
4. Coordinating with the contractor to make modifications to the plans (if any).
5. Obtaining the plans after completing their use during implementation by the contractor and obtaining proof of receipt from him.
6. Providing the contractor from time to time during the implementation of the project with any other schemes or additional instructions that are necessary in order to fulfill his obligations in a perfect and proper manner. The contractor must implement these schemes and instructions and adhere to them. If these schemes or instructions include an increase in the prescribed quantities, a shortage or a change in materials and their quality, and result in an increase or decrease in prices, then they must be presented to the Ministry and its approval should be obtained if they have a similar price in the price categories or agreed upon between the Ministry, the consultant and the contractor in the event that the contractor encounters any difficulties during the implementation of the works. Or unusual obstacles that no experienced contractor could reasonably have anticipated. The consultant should submit a report on the matter to the Ministry, including his opinion on the additional costs incurred by the contractor because of these difficulties and obstacles, if he was sure of their occurrence, for consideration by the Ministry and deciding what it deems appropriate regarding him in terms of compensating or not compensating the contractor.

9. The Consultant shall not have the power to exempt the Contractor from any of his duties or obligations under the Contract, nor shall he order the conduct of any work that may result in a delay or increase in the obligations of the Ministry of Finance. Likewise, he shall not make any change in the Works unless expressly stipulated in the Contract.
10. In the event that the Contractor is not satisfied with any decision taken by the representative of the consultant, the contractor has the right to refer the matter to the consultant, who in this case has the right to support, cancel or amend the aforementioned decision.
11. Providing experienced and skilled engineers within the scope of their respective competence, as well as assistants, work chiefs and qualified supervisors to carry out proper control over the works entrusted to them to monitor and they must be approved by the owner.
12. Providing the necessary number of skilled engineers to supervise the implementation of the project works in a perfect and proper manner.

13. The Consultant has the right in all cases to object and request the Contractor to immediately withdraw from the work site any person employed by the Contractor in the implementation of the project works or in any matter related thereto if the Consultant deems him to be of bad behaviour, incompetent or negligent in his duties, or that his use is undesirable. In this case, such a person may not be employed a second time without the consultant’s written consent, and the contractor must replace, as soon as possible, any person who is withdrawn in the manner shown above, with an alternative approved by the consultant.
14. The Consultant shall remain liable for any act, error or negligence on the part of any Sub-Consultant or its agents, employees or workers, as if such act, error or negligence was on the part of the Consultant itself, its agents, employees or workers.
15. Ensure that all materials and manufacturing assets are of the types that conform to the Saudi specifications according to the regulations issued by the Saudi Organization for Standardization, Metrology and Quality
16. Refer to the international quality and quality specifications described in the bid booklet or the specifications that conform to the consultant’s instructions, and they must be subject from time to time to any choices that the consultant may deem to be made at the place of manufacture of those materials, on the site, in all of those places, or in any other place.
17. The consultant or any person authorized by him has the right to view the works and enter the site and all the workshops and places where the work is being prepared or where the materials, manufactures and machines necessary for the works are obtained, and the contractor must provide all the necessary facilities and assistance for this right.
19. It is not permissible to cover or obscure any work without the written consent of the consultant or his representative, and the Contractor shall provide the necessary opportunity for the consultant or his representative to examine and measure any work covered or obscured from view.

21. The consultant must have seen and examined the site on the ground and that there are no obstacles preventing the commencement of work.
22. The consultant shall prepare, at his own expense, temporary spaces and offices for all the staff supervising the project, so that they include all the devices and equipment necessary to complete his work in the fullest way, and add a meeting room of a suitable size and all its inclusions and furniture.
23. The Consultant shall supervise the preparation and identification of suitable locations for the Contractor’s offices.
24. Considering any request contained in the project documents regarding the completion of any special part of the project works, these works must be completed within the period specified in the contract.
25. The consultant must review the contractor’s request to extend the contract period during the implementation of the project, and submit recommendations to the Ministry after studying the contractor’s request and the technical or procedural reasons for the extension, with a detailed presentation of the reasons and supported by pictures, documents or plans necessary for the extension request. The Ministry has the final authority to approve the extension of the contract and its duration, or reject the request.
26. If the consultant finds at any time that the rate of work progress is so slow that the effect of the work progress will affect the completion of the project on time, he has the right to warn the contractor in writing about the slow performance, and the contractor must then take the steps he deems necessary and approved by the consultant. To expedite the workflow, so that there is no impact on the timely project delivery schedule.
27. The Consultant shall review and approve the periodic detailed reports submitted by the Contractor and submit them to the Owner on a regular basis.
28. The consultant has the right to ask the contractor in writing to search for the causes of any defect, defect or error. He shall do so in accordance with the consultant’s directions. If the defect, defect or error is among the matters for which the contractor is responsible, then the costs of the research are the responsibility of the contractor, and in this case he must repair, rectify and correct such defect, defect or error at his own expense.
29. The consultant may, after obtaining the approval of the Ministry or within the limits of the powers vested in him, make any change in the form, type, or quantity of works or any part thereof, which he may deem appropriate, and the contractor must implement that, provided that this does not lead to a change in the subject of the contract or exceeding the limits stipulated in the next paragraph.
30. During the contract, the Ministry may increase the amount of works by 10% ten percent, and it may decrease the amount of works by 20% twenty percent, provided that in this case the value of the contract is adjusted by increase or decrease accordingly.
